The government wanted the Japanese to come and do the hard farm work cheaply. Instead, the Japanese bought farms and competed with the Americans. To stop this, California passed the Alien Land Law. This law prohibited persons that are ineligible for citizenship in the United States from owning land in California. All of this happened in the year of 1913.
